Parents For Positive Change

Improving the lives of special needs children in Birmingham, Michigan Public Schools
"I am aware, that many object to the severity of my language; but is there not cause for severity?
I will be as harsh as truth, and as uncompromising as justice.
On this subject, I do not wish to think, or speak, or write, with moderation.
I am in earnest - I will not equivocate - I will not excuse - I will not retreat a single inch -
AND I WILL BE HEARD."

~ William Lloyd Garrison, Publisher
The Liberator (anti-slavery newspaper)

The following documents are the result of a decision made by the US Department of Education - Office of Civil Rights (OCR).  This complaint was filed on behalf of a student with autism who uses an AAC (alternative augmentative communication) device who attends school in Birmingham Michigan.  The documentation used to substantiate the complaint was overwhelming.  The OCR ruled in favor of the student and determined that as a result of his disability, he had been the subject of discrimination. Part of the Resolution Agreement will change processes and procedures for all students with IEPs who attend school in Birmingham.
